You mean is it has the same panel as in the bottom of a screenshot? No, it has not. Only the earlier Photo Toolkit have.
Though the new Photo! Editor can’t edit photos through Image & Fax viewer, if you open the photo in Image and Fax viewer and then make a mouse right-click on a photo, you’ll see the option ”Process photos” with all Photo! Editor tools. So it’s the alternative way to use Photo! Editor in Image & Fax Viewer.

Does Photo! Editor work the same way (SEE SCREEN SHOT)??
On our rather new site handle_url_tag('http://pho.to') we have not 1.7 or 1.8 versions of Photo! Editor.
The previous program has the name Photo Toolkit, it has versions 1.7 and 1.8. Then it was rebranded and now has the name Photo! Editor. It was released in versions 1.0 and 1.1.
To open your files not with Photo! Editor but with Image and Fax Viewer, make a right-click on your photo, then select "Open with", then select "Choose program...". In the appeared window select "Image and Fax Viewer" and set an option "Always use the selected program to open this kind of file".
When I downloaded my FREE version of Photo! Editor, it was suposed to be Version 1.8. the "About" shows it as Version 1.1.
Also, I thought there was suposed be shortcut way to use it when you opened up a photo in my files using Microsoft Image & Fax Viewer. When i click on the photo it opens up the entire program.
